The Ministry of Economic Development of Russia has prepared a quality rating for Regulatory Impact Assessment (RIA) in the regions of Russia for 2019.
At the end of 2019, Perm region maintained high positions in the quality of RIA implementation achieved in 2017 and 2018 and was placed in the “Highest Level” category of the rating among 38 constituent entities of the Russian Federation.
Regulatory Impact Assessment of draft normative legal acts is carried out in order to identify provisions introducing excessive duties, prohibitions and restrictions for business and investment entities. According to the authors of the rating, its formation took into account such indicators as legal consolidation and practical experience in the field of RIA, the introduction of RIA in local authorities, methodological and organizational support, as well as an independent assessment by representatives of the business community.
“The fall into the“ Highest Level ”rating category indicates a significant improvement in the development of the RIA institution and expertise at the regional and municipal levels, and, accordingly, an improvement in the legal framework for business, said Perm Region Minister of Economic Development and Investment Maxim Kolesnikov. - Over this year, we managed to attract a larger number of representatives of the business community of the region to public discussion of draft regulatory legal acts of Perm region, as well as to achieve high-quality implementation of the procedure by the developing authorities, which allowed us to reduce the number of negative opinions about RIA. This indicates that the positive dynamics of the region in this direction will continue, ”the minister emphasized.
The Institute of Regulatory Impact Assessment in Perm region was introduced in August 2014 in order to implement the Decree of the President of the Russian Federation V. Putin “On the main directions of improving the public administration system” and since the adoption of the relevant regional Law “On the assessment of the regulatory impact of draft regulatory acts of Perm region and draft municipal regulatory legal acts affecting the implementation of entrepreneurial and investment activities, and expertise normative legal acts of Perm region and municipal regulatory legal acts affecting the implementation of entrepreneurial and investment activities. ” This law establishes the obligation to conduct the RIA procedure for all municipalities of Perm region.
On the official website of the Ministry of Economic Development and Investment of Perm region in the RIA section, work is underway to conduct the RIA procedure and publicly discuss draft laws and regulations of Perm region with representatives of the region’s business.
